surcharge to the fare was adopted after a delay of some months and no loss is now suffered by crediting the British Section with its share of the receipts at the transaction rate. Nevertheless the Chinese continue to press for the British Section to bear a half share of the loss which was incurred prior to the adoption of the surcharge, and have attempted to make such a concession a condition of the settlement of the rolling stock question. I do not propose to yield to this pressure, especially in view of the fact that I understand the figure for the loss is in excess of $100,000.

I have gone into this matter in some detail to illustrate the difficulties that have been experienced in the matter of obtaining the return of British Section rolling stock from China, and as some support for the view that the settlement negotiated by the General Manager was perhaps as good as could be expected. I shall be glad to learn of your formal approval for the loss incurred by the concessions made to the Chinese during the periods May 1st. 1946, and May 16th. 1947 to August 15th. 1947. The figure for the former period came to $78,320.59 and has been accounted for in the Railway Division Sheets, where in view of the lapse of time it is proposed to let the matter rest. The loss for the latter period will be charged to a special subhead of expenditure, and a supplementary vote for $16,876.85 will be taken in due qyurt, course.
